Build advice needed

So I'm starting to realise that F9 is even better than he looked on paper.
I currently have 3 x R2s (evolved at lvl 70), and 2 x R1s. None of them have had any crystals added, but I only have around 30 of each flavour.
Should I simply crystal the R2s, and add more to the final evo as and when I get them, or is it really that good that I should wait until I get enough crystals for the remaining R1s as well?

I'm on a shoestring budget thanks to the utter devaluation of my raiding team.

Probably top3 AGI merc ( including Lethals ). Very solid merc, worth many crystals.

I'm making mine 8/200's. Ya the very small bonus of doing like 8/400 is nice but are those few stats really worth it?

I'd go for 250, many people do 200 so that means if you both have no buff, your F-9 will go before the others.

Why the heck would you go 250? 240 is usually the terminology for 200 cc + 40cc for POPE AGI. Where would you put the other 10 random crystals?
