| No, imo buffs @ 100% WIS multiplier would be too strong with a 70% proc rate
Demoralizer is the only skill with 70% proc rate and the 9K ATK/DEF debuff is the perfect number for it not to be gamebreaking. | |

| Buffs are already extremely powerful force multipliers. All it takes right now is one Primarch/Bot/Mordeo buffed Turret/UM proc to wipe an entire team. No need to jack them up to 70% chance right now. (PvP Speaking)
As for towers and raid events... hell ya jack em up to 70% | |
