If I evolve my pact Meta V2 + 50 crystals with another pact Meta V2, then add another 50 crystals and evolving it with a pact Ultra, will it have the same or close to the same stats as a PE?

If your target is 2* mutant with source 2* + 50c then take that new 3* and make it the target with source 3* pact + 50 c. That will put you at 95% of perfect.
